REFERRING to our letter of the 23rd of February,* Messrs. Druces and Attlee have now returned to us the draft Agreement for submission, approved by them as amended, their amendments consisting of striking out practically the whole of the alterations which we had, in consultation with our counsel, made in the draft submission. We are conferring with our junior counsel with a view of meeting, if possible, the objections thus raised by Messrs. Druces and Attlee to our altera- tions in the draft.

WITH reference to our letter of yesterday's date, we hand you copy state- ment of the objections of the Government to the plan attached to the joint report of the surveyors on the land question, and to the Company's adjusted particulars of claim, together with the documents referred to therein, copies having been delivered to Mr. Inglis on the 2nd instant for submission to the Court.
Among these documents is the adjusted offer by the Government, referred to on page 578 of the shorthand notes, and printed on pages 43 and 44 of the appendices to the shorthand notes, which was originally put in evidence by Mr. Maltby during the progress of the arbitration without the totals and particulars as to the lands of the Company either agreed as surplus or otherwise. This has now been completed in accordance with the undertaking given by counsel for the Government during the arbitration. We ought, however, with reference to this document, to direct your attention to the lettert from Messrs. Druces and Attlee, dated the 6th of April, 1906, copy of which will be found in the correspondence marked C now sent you.

WITH reference to our letter of the 30th of March, 1906,† we have now to inform you that we have received a letter from Mr. J. C. Inglis stating that at a recent meeting of the members of the Court it was decided that the Arbitrators should meet before the Umpire, with “a view to the settlement of the case without further assistance of Counsel," and that a meeting had been arranged for the 9th of May for that purpose. At the same time Mr. Inglis intimates that any state- ments the Government desires to put in with reference to the joint report of the Surveyors on the land question, or to the amended particulars of the Company's claim, copy of which was sent you by us on the 20th of March, 1906,† can be sub- mitted to the Court at the said meeting.
We are accordingly preparing the necessary document specifying the views of the Government on the matters referred to in Mr. Inglis's letter, and will deliver the same to Mr. Inglis in due course.
As arranged we now send you five bound copies of the index for the use of the Department.

WITH reference to our letter of the 20th ultimo, as, in our opinion, it is not probable that Messrs. Druces and Attlee will, at this stage of the arbitration proceedings, agree the draft of the agreement for submission, we have, in view of the meeting of the Court of Arbitration to-day and after consultation with counsel, decided that it is essential that the members of the Court should have notice, not only of the fact that questions between the parties as indicated in the draft agreement for submission, of which you have approved, have arisen under Section 6 of the Ordinance of 1905, but also of the intention of the Government to rely, if necessary, upon the correspondence which took place between the Com- pany and the Governor in Singapore as constituting an agreement for value to submit questions to the Court of Arbitration for decision.
Accordingly, we yesterday sent to Mr. Inglis, for delivery to the members of the Court, copies of the notice enclosed, at the same time sending a copy to Messrs. Druces and Attlee. The giving of this notice will not preclude the Government or
