Government to have the opportunity to consider and object to such plan when amended.

The Government being unable to accept the amendments made by the Company to the plan in question, a note of the objections of the Government thereto was settled by Mr. Tomlinson, in consultation with our junior partner, with a view of being delivered to the Court in due course.

As soon as we received the approval of Messrs. Druces and Attlee to the final proof of the print of the shorthand writers' notes at the end of February, we placed burselves in communication with them with the object of ascertaining their views as to the manner in which such joint report should be brought before the Court, we expressing the opinion that the proper course was to convene a meeting of the Court at which such report and our objections to the plan referred to could be put in by Counsel.

"Messrs. Druces and Attlee, however, now contend that the Court has no power under Section 12 of the Ordinance to hold sittings in this country, and that in their opinion copies of the joint report should be sent to the Members of the Court without any comment by either side.

We are unable to concur in the views thus expressed by Messrs. Druces and Attlee, as being directly in conflict with the understanding arrived at during the Arbitration, and as preventing the objections of the Government to the Company's plan, which could not be argued in Singapore, being brought before the Court.

In these circumstances we, on the 14th instant, sent a copy of our corre- spondence with Messrs. Druces and Attlee to Mr. Inglis, and requested him to convene a meeting of the Court to decide the course to be adopted.

We understand that Mr. Inglis is in communication with Sir Edward Boyle with a view to a date being fixed for the meeting of the Court.

In reply to your letter of the 23rd instant,* I am directed by the Earl of Elgin to inform you that he approves your proposal to pay to Messrs. Druces and Attlee the sum of £5,000 on account of the expenses of the Tanjong Pagar Arbitra- tion, and that the Crown Agents have been instructed to remit this amount to you.

2. The Officer Administering the Government of the Straits Settlements has been requested to supply the information asked for in the last paragraph of your letter.

Straits Settlements.

Tanjong Pagar Dock Company, Limited.

WITH reference to your letter of the 15th ultimo, we now send you five additional unbound copies of the shorthand writer's notes and appendices for trans- mission to the Governor of the Colony, together with 25 unbound copies of the index thereto. Five bound copies of the index will be sent you in due course for the use of the Department.

In accordance with the instructions contained in your letter of the 23rd ultimo the Printers have been informed that the type can now be distributed.

We have now received from Messrs. Waterlow and Sons, Limited, the accom- panying statement of charges for printing the shorthand notes and appendices, showing a total cost of £379 88. 1d. Prior to instructing Messrs. Waterlow and Sons, Limited, we obtained estimates from other printing firms in the City of the probable cost of printing the notes and appendices with the result that Messrs. Waterlow and Sons' estimate was accepted by us as being the lowest. The charges contained in Messrs. Waterlow's account are in accordance with their estimate so far as they relate to composing and printing copies of the notes and appendices. The additional charges for alterations and revised proofs we consider reasonable, having regard to the heavy nature of the work and the numerous alterations ré- quired in the revises of the notes as well as in the appendices. The cost of the further copies ordered upon the instructions contained in your letter of the 15th ultimo and for the type standing since delivery by Messrs. Waterlow and Sons, Limited, of the prints of the notes and appendices ordered in the first instance is included in the above total sum of £379 8s. id.

Subject to your instructions we propose to pay Messrs. Waterlow and Sons'
