Downing Street, February 1, 1906. I AM directed by the Earl of Elgin to acknowledge the receipt of your letter of January 26th, with regard to Mr. Bannerman's charges in connection with the Tanjong Pagar Dock Arbitration.

2. Lord Elgin does not consider that this portion of the business of the arbitra- tion proceedings has been satisfactorily carried out by Mr. Bannerman, but in view of the conditions under which the work had to be done, he can only accept your recommendations. He has accordingly instructed the Crown Agents to pay you the sum of two thousand pounds.

WITH reference to our letter to you of the 10th ultimo, † we have to inform you that a revise of the whole of the transcript of the shorthand writers' notes, with the exception of certain minor questions, has now been agreed with the Company's solicitors, and is being printed. The appendices have also been checked against the original documents in the custody of Mr. Inglis, but we hope to be in a position in the course of next week to agree to the appendices in like manner as the notes.

When the notes and appendices are agreed, we are informed by the printers that it will require a week or ten days to print off the necessary number of copies, consequently, we do not anticipate that it will be possible to send to the Members of the Court prints of the notes and appendices before the end of this month.

REFERRING to your letter of the 25th November last, and its enclosures, and

to our letter of the 21st December last, § it now becomes necessary in settling the form of agreement of submission by which the questions arising on the Company's balance sheet of the 30th June, 1905, are to be submitted for decision to the Court of Arbitration appointed under Ordinance No. 7, of 1905, to decide who is to enter into such agreement on behalf of the Colonial Government.
