Government House, Singapore, July 6, 1905. I HAVE the honour to advise the despatch, under separate cover, by this mail of the preliminary brief and instructions* for Counsel in the Tanjong Pagar Arbitration Case. Attached to the brief are some documents, particulars of which are given in the schedule herein enclosed.

2. The documents marked in the schedule as appendices A., B., C., and P. (part), being too bulky to be sent by post, have been entrusted to Mr. Trowell, who is leaving for England by the same mail steamer on the 6th instant, and who has been instructed to take the earliest opportunity to deliver them personally at the Colonial Office.

I ENCLOSE, as promised, Statement of the Fees and Expenses of Arbitrator, Counsel, Witnesses, and others.

Sir Edward Boyle's fee is £6,500, inclusive of disbursements. The sum men- tioned for Mr. Matthews's fee is the amount which he apportions to the Dock Arbitration out of his total charges payable in respect of that Arbitration, the

arbour improvements and the Tanjong Pagar Dock improvements.
