Mr. Lyttelton does not gather from the letter of Messrs. Druces and Attlee what is the amount of the payment on account for which they have asked, and he will be glad to be favoured with your views as to the sum which should be so paid, as soon as you are in a position to advise him.

Downing Street, July 5, 1905. I AM directed by Mr. Secretary Lyttelton to inform you that the Government of the Straits Settlements propose to nominate you as a Member of the Court of Arbitration in connexion with the expropriation of the undertaking of the Tanjong Pagar Dock Company. The Court will hold its sittings, for the purpose of receiving evidence and hearing counsel, at Singapore, and it is anticipated that the members will embark in the steamer leaving this country on the 14th of September. A copy of the Ordinancet constituting the Court is enclosed for your information.
2. Mr. Lyttelton has ascertained that the Board of the Great Western Railway will not offer any objection to your accepting the nomination, and on learning that you are prepared to do so, he will instruct the solicitors who are acting for the Colonial Government in the matter-Messrs. Sutton, Ommanney, and Rendall-to communicate further with you on the subject.

Tanjong Pagar Dock Company, Limited.
REFERRING to the instructions we received from you through the telephone yesterday afternoon, we have to inform you that immediately on receipt of such instructions we wrote to the Company's solicitors giving them notice that the Government had appointed as their Arbitrator, Mr. J. C. Inglis, the General Manager of the Great Western Railway, and requesting the Company to nominate their Arbitrator at once, with a view to an Umpire being appointed forthwith either by agreement between the Arbitrators, or by the Lord Chief Justice, in the event of an Umpire not being agreed upon between the Arbitrators.

WITH reference to your letter of the 30th ultimo, I am directed by Mr. Secre- tary Lyttelton to transmit to you, for your information, a copy of a letter§ which has been addressed to Mr. J. C. Inglis, General Manager of the Great Western Railway, inviting him to accept the post of Arbitrator, on the nomination of the Government of the Straits Settlements, in the matter of the expropriation of the Tanjong Pagar Dock Company's undertaking.
2. Mr. Lyttelton understands that Mr. Inglis will accept the nomination, and has reason to suppose that a fee of 4,000 guineas will be satisfactory to him. You are authorised to agree the fee on those terms.
It appears desirable that you should at once inform the Company's solicitors of the selection of Mr. Inglis.
3. With reference to the letter from this Department of the 23rd of June,|| I am to inform you that a telegram Thas been received from the Governor of the Colony, stating that Mr. Trowell will sail on the 6th July, and travel viâ Brindisi, He should, therefore, arrive in London by the end of the present month.
