States, in reply to No. 325, that the Secretary of State does not consider that the Government of the Straits Settlements are under any moral obligation to compensate Mr. Fraser, and he is not prepared to take any steps in the matter.

Reports that the Dock Company's Solicitors have rejected practically all the alterations in the draft agree- ment suggested by Messrs. Sutton and Ommanney, and that steps are being taken with a view to meeting their objections.

States that arrangements have been made for the meeting of Arbitrators on May 9, to consider the question of the disposal of certain lands belong- ing to the Company, and that the views of the Government on question ore being prepared for sub- mission to the Court.
