I AM directed by Mr. Secretary Lyttelton to transmit to you, for informa- tion, a copy of a telegram* from the Governor of the Straits Settlements respecting the case of the "Parthania," which formed the subject of a questiont addressed by you to the Secretary of State in the House of Commons on the 25th instant.
2. The case does not appear to Mr. Lyttelton to be one in which he could possibly interfere, especially in view of the appeal which is stated to be pending.

THERE are several local families in considerable distress and in almost a destitute condition in consequence of the breadwinners, certain members of the crew of the s.s. "Parthenia," of Glasgow, having been imprisoned at Singapore, for, it is alleged, refusing to work on board when they discovered that contraband of war was being carried by the steamer.
You will recollect that a question asked in the House of Commons a fortnight ago by Mr. Robson was for the purpose of eliciting whether there was a possibility of the men being released under the circumstances, and that a promise was given of a telegraphic report from the Governor of the Straits Settlements.
As the families concerned are keenly anxious, we shall esteem a reply as to what the present position is.

Referring to your telegram of June 17,* crews of St. Kilda were sentenced to imprisonment for three weeks on 3rd June and 5th June for and "Thyra " refusal of duty. Magistrate held that after battle, Tsushima Straits, no reasonable probability of capture involved in ships carrying conditional contraband to Japanese ports.
On action of Russian man-of-war "Dnieper" becoming known in Colony, I directed release of these men on 15th June.t
