Case of the S.S. “Inkum." Enquires if it is true that the autho- rities declined to allow Master to take legal proceedings against the crew for refusing to proceed to Japan, and if so, what were the grounds of refusal.
Governor Telegram (Rec. July 28) States that the Marine Magistrate de-
clined to convict the crew for refusal of duty because the agreement of the crew did not mention the carrying of contraband cargo to Japan.

States, that the Board of Trade cannot accept opinion that the crew were not bound to proceed to Japan; requests him to take steps to terminate dead- lock, and asks if the men could not come home by another ship, leaving the parties to legal remedies on arrival.

Confirms request verbally made at Colo- nial Office for the despatch of No. 9.
Suggests return of crew to England as soon as possible, the owners being prepared to make good expenditure legally incurred the "Inkum" should be allowed to proceed to South Africa.
States that the crew will be sent home as soon as possible as distressed smilorn and that the vessel is not being de- tained.
