Downing Street, January 6, 1905. WITH reference to previous correspondence respecting the cost of the internment at Hong Kong of the Russian refugees from the "Burni," I am directed by Mr. Secretary Lyttelton to forward to you accounts* for the month of November, which have been received in this Department without covering letter.

The Lords Commissioner of the Treasury will probably consider that such accounts should be kept in the Treasury until they are required by the Foreign Office in order to recover the amounts from the Russian Government.

I HAVE the honour to acknowledge the receipt of your despatch, No. 383, of the 31st of October,* and to inform you that His Majesty's Government approve the grant of an interpreter's allowance of 15s. a day to Major J. J. O'B. Sexton in connection with the internment of the Russian refugees at Hong Kong, provided that the Russian Consul-General notifies his concurrence.

Re interned Seamen, His Russian Imperial Majesty's Ship "Burni."

Hong Kong, December 8, 1904. SINCE the officers and seamen of the above-named Russian ship have been in Hong Kong, several of the latter have been admitted into the Military Hospital

here.

As these men are in receipt of a British infantry soldier's ration and a daily rate of pay of 50 (fifty) cents, or 11d. (elevenpence) at the present rate of exchange, both of which are naturally borne by the Russian Government, I have up to now only charged the ordinary hospital stoppage that would be made against a British soldier. As the War Office may raise some objection to this rate being charged, instead of 2s. (two shillings) a day, which is that for which a person not belonging to the British Army is liable, would you kindly communicate with the Secretary of State for War to ascertain his views, and instruct me as to the rate to be charged in future.

War Office, London, S.W., January 25, 1905.

I AM, by command of the Army Council, to acknowledge the receipt of Colonia Office letter of the 16th instant, No. 976/1904-5,† and to acquaint you, in reply, that it is proposed by the Council to authorise free hospital treatment to members of the crew of the Russian destroyer "Burni," who are interned at Hong Kong, and who may be admitted to the Military Hospital at that station.

No stoppages will, therefore, be recovered from these men in respect of their maintenance, &c., while under treatment in a British Military Hospital.

Instructions to this effect will be communicated to the General Officer Com- manding, Hong Kong, from this Office.

I AM directed by Mr. Secretary Lyttelton to transmit to you, to be laid before the Army Council, a copy of a letter from the Chief Paymaster, Hong Kong, which has been received in this Department, relative to the deductions to be made from the allowance granted to the members of the crew of the Russian destroyer "Burni," who are now interned in Hong Kong, in the case of their admission to the Military Hospital.

2. I am to ask what reply should be returned as to the amount of these stoppages.

I HAVE the honour to transmit to you, for your information, a copy of a com- munication which has been received in this Department from the Chief Paymaster, Hong Kong, with regard to deductions from the daily allowance granted to the members of the crew of the Russian destroyer " Burni" in the case of their admission to the Military Hospital at Hong Kong.

I also enclose a copy of correspondences with the War Office on the subject, from which you will observe that the Army Council are sending instructions to the General Officer Commanding, Hong Kong, to the effect that no such stoppages should be made, but that the members of the crew should receive free hospital treatment.
