Secret. Referring to my telegram of to-day. If the Legislature do not accept proposal as a whole, I consider that you should dissolve the Council of Government, and after the new elections appoint six nominated members from Civil Service, who should understand that their votes are wholly at the Government's disposal.

If you can find a suitable person you should nominate for one of the three remain- ing places a British Indian, who will undertake to support the general policy of government. You should omit the two unofficial members of Executive Council.

Under the existing Letters Patent you have power to take these steps. You can then introduce and carry the measures referred to in my other telegram in the new Legislature.

A draft Ordinance as indicated in your confidential despatch of 10th September has been introduced on the advice of Law Officers of the Crown, and some explanation will be necessary. The next meeting of Council will be on 22nd November.

I HAVE the honour to acknowledge the receipt of your despatch of the 20th of September,** marked "Secret and Confidential," with regard to the arrangements for the temporary replacement of Sir Graham Bower, and to the unsatisfactory state of the Civil Service of the Colony.

As regards the latter question, all the information before me leads me to believe that your conclusions are, unfortunately, well founded.

Referring to your telegrams of the 12th and 17th of November,|| I have followed your instructions in the last telegram, and the Legislature will, on the 29th instant, be asked to pass all the necessary measures, including Ordinance imposing a 20 per cent. surcharge on customs duties, except some foodstuffs, including rice. This will yield for the remainder of the year about Rs. 325,000.

Estimate of total required is Rs. 1,117,000, which will be covered by the above addition to revenue, and, say, Rs. 882,000 from proposed loan.

I apprehend defeat, and am prepared to take immediate action in accordance with the instructions in your second telegram of the 12th instant, unless I am directed otherwise.
