e. Excess on vote authorised by M.P. 6695/03, when the following reasons were given: "The increase in the estimate is due, in the first place, to a change in the original scheme, with contemplated steep gradients of 1 in 20. That had to be ultimately altered. The gradients being made easier, the line had to be made large and the earthworks heavier. Now the rolling stock had been increased on account of the large crop to be made by small planters of the locality this year, which crop had been under-estimated. Finally the rolling stock had to be made more substantial in view of Mr. Gleadow's scheme for the working of part of the Kanaka forest. It is anticipated that a heavy timber traffic will have to be made by this line.

Read the following extract from the Minute of His Excellency the Governor, No. 22, dated the 6th October, 1903:-

With reference to the sums already voted by the Council of Government for railway extension to be charged to current revenues, the Governor has the honour to lay before the Council a report by the Surveyor-General on the progress of the works on the Mountain Longue and Savanne lines. A state- ment is annexed showing the expenditure on the Savanne line already authorised by the Council and the further expenditure which the Governor requests the Council to sanction. The statement shows the additional works which the vote is asked to meet; the excess over the authorised expenditure amounting to Rs. 104,800.

Your Committee recommend the Council to sanction the further expenditure incurred on account of the Savanne Railway Extension Scheme.
