On the motion of the chairman it is agreed, Mr. Blackburn dissenting, that the Honourable the Surveyor-General be requested to submit a plan with report on the advisableness of a branch of little railway to Long Mountain only, and that a sum of Rs. 300 be placed at the disposal of the Surveyor-General to meet the expenses incidental on the required surveys, the amount to be paid out of the Rs. 500 voted by the Council of Government on the 28th October, 1902, in connection with the proposed railway.

Mr. Amic moves, and it is resolved, that application be made to the Honourable the Colonial Secretary for a statement showing the expenditure incurred for the last three years under the heading "Transport" for the services of the Hospital, Police, Forests, &c., to and from Long Mountain, and further that the General Manager of Railways be asked to submit a report similar to the one signed by Mr. Emile Pitot, but based on actual prices.

The meeting then adjourned sine die.

After examination and discussion the Commission unanimously adopt the views and suggestions of the Honourable the Surveyor-General, and resolve to submit a report to the Government accordingly.

On the motion of the chairman a vote of thanks is recorded to Mr. de Coriolis for the prompt attention given by him to the question entrusted to his care, and for the able report submitted thereon.

At this stage of the proceedings Dr. Atcham and Mr. Melotte enter the room and take their seats.

The chairman explains to these gentlemen the proceedings of the day and the resolution adopted, in which they fully concur,

The meeting then adjourn to Tuesday, the 10th instant, at 2 p.m., for the reading and consideration of the report. Before signing it, however, the Commission desire to proceed to Long Mountain, in order to visit the sites where the projected line is intended to pass, and fix Saturday, the 7th, for that purpose.

The minutes of the proceedings of the meeting held on the 29th January last are read and confirmed.

Read report of the Honourable the Surveyor-General, dated the 12th February last, on the kind of branch line which should be adopted for Long Mountain, and the details of the estimated cost thereof, which amount in round figures to Rs. 220,000.

The plan showing the line traced out which accompanies the report is laid on the table.

The Honourable the Surveyor-General informs the Commission that the Govern- ment have just received an offer for railway materials and locomotives which con- siderably reduces the cost of the estimates in his report of the 12th February last. The new estimate would be as follows:-

(1) Say four miles (including sidings) of rails, with fish-plates, fish-bolts and nuts, dog spikes and sleepers @ £650 @ 50 per cent, exchange, Rs. 9,750, say Rs. 10,000

(2) Points, crossings and signal post fittings

Long Mountain Railway Commission,

After having carefully considered the question of the kind of branch line to be adopted for Mountain Long, and having had levels taken on the main road, I am of opinion that we should recommend a light line of the same gauge as the North line, following the trace in the original plan and stopping at Mountain Long police station. A roadside little narrow-gauge railway is out of the question, on account of the severe gradients of the main road. A narrow-gauge line, following the original trace, would, no doubt, cost less to construct, but a special rolling stock would be required, which would make the initial cost about the same as that of the standard gauge line. A break of gauge at Terre Rouge station would, besides, be awkward, and would have no set off on account of the short length of the road.

2. I therefore propose a standard gauge line with a flat-bottomed steel rail weighing 30 lbs. per lineal yard, laid on wooden cross sleepers (2,112 per mile) without chairs. The locomotives would be tank engines, weighing, in working order, about 15 tons, and the trams would run from the terminus station to the Port Louis central station, if necessary. The line would be 18,600 feet long, or 34 miles. There would be only one (1) station at the terminus, and two (2) platforms, one of which would be near the Roman Catholic church.

3. The cost of that line would be as follows:-

(1) Say four miles (including sidings) of rails, with fish-plates, fish-bolts and nuts, dog spikes and sleepers, @ £971, say £1,000 per mile, and 50 per cent. exchange
