Government House, Mauritius, October 2, 1902. In my despatch, No. 238, of the 28th June last,* I forwarded to you three. resolutions passed by the Council of Government, at a meeting held on the 17th June, with a view to securing mechanical means of transport in substitution of animal draught, and in your despatch, No. 191, of the 8th August last,† you conveyed your approval of the measures taken.

2. I have now the honour to transmit a copy of a statement prepared by the Acting General Manager of Railways showing the railway sidings authorised to be constructed, and also a copy of a return, prepared by the Collector of Customs, of the automobiles, steamroad engines, and trucks, wagons, rails and accessories imported free of duty for agricultural purposes since the 17th June-the declared value of which exceeds one hundred thousand rupees.

3. Greater facilities have also been granted to planters for the construction of tramways for the transport of their canes.

4. Ordinance, No. 12, of 1902, which I transmitted to you in my despatch, No. 273, of the 28th July, 1902, dispenses with the delay caused by the notice required by Article 2 of Ordinance, No. 24, of 1877, and the deposit of plans or documents referred to in Article 5, and authorises the Governor in Executive Council to make the necessary order, after consulting the Surveyor-General or the General Manager of Railways as the case may be. This measure permits of applications to construct tramways being dealt with more expeditiously and saves to the planter the legal expenses and costs which he had previously to incur.

5. Since the passing of this Ordinance eight applications to construct new tramways or extend existing ones have been granted by me.

WITH reference to your letter, No. 8523, of the 12th instant, I have the honour to inform you that the following sidings have been authorized to be con- structed since the 17th June last:-

-

1. Antelme Siding, for cane traffic between Reduit and Moka Station.

2. Mon Desert (Thierry) Siding.

3. Beau Champ new Siding-completion of.

4. La Giroday Sidings--Cluny.

5. Britannia Siding-extension of.

Certain conditions, were laid down in each case as follows:-

1.

Antelme Siding-Stanley Estate to pay (i) the cost of construction (labour only estimated at Rs. 200); (ii) the cost of repairs (labour and materials); (iii) the materials (rails, sleepers, &c., to remain the property of the Railway Department); (iv) the estate to pay the wages of a pointsman, all the time the siding is in use; (v) the rates for canes carried from the siding to be in accordance with the by-law at so much per mile.

2. Mon Desert (Thierry).-The estate to send all the sugar and provisions by rail for a period of 10 years, and to pay interest at the rate of 8 per cent. per annum during that time as a charge towards the repayment of the amount expended on the construction of the siding, the rate by distance being charged.

3. Beau Champ new Siding. The siding to be constructed by Government on the Assets Company paying an annual sum of Rs. 1,500 for three years.

4. La Giroday Sidings. The materials of Messrs. La Giroday's Siding at Roche Bois to be made use of for the construction of those sidings at the expense of Messrs. Maingard and La Giroday, ie., Rs. 725; (ii) Messrs. Maingard and La Giroday to pay (1) a siding rate of 25 cents. per ton on manure and all other goods; (2) the usual rate as per distance on canes; (3) the wages of a pointsman so long as the siding

is in use.

5. Britannia Siding.-(i) The Government to undertake the work, and to maintain the siding in working condition; (ii) the Anglo-Ceylon Company to pay (1) Rs. 0.25 cents. per ton extra on all sugar; (2) for canes according to distance; (3) for provisions as other estates similarly situated.
