I BEG to report that the Viceroy sent his Secretary to me on the 18th instant, ostensibly to convey his thanks for the friendly action of the Governor of Hong Kong, in suppressing a violent article which had recently appeared in the native press of that Colony. The Governor of Hong Kong had compelled the editor to retract the statement, and publish an apology in the paper. I assured the Viceroy through his Secretary that the Hong Kong Government would never allow the Colony to become a basis for scurrilous attacks on his administration.

The real purport of the Secretary's visit, however, was to induce me to recom- mend that negotiations in connection with the Canton-Kowloon Railway should be resumed in Peking with Tang Shao-Yi. This I absolutely declined to do; and the Viceroy's Secretary then informed me that an Imperial Edict had been received by the Viceroy directing him to resume negotiations in Canton, and that I should receive on the following day a letter from the Viceroy to that effect. The Viceroy was anxious that I should communicate this to you at once; and I undertook to do so immediately on receipt of His Excellency's letter, the contents of which I have already telegraphed to you.

As he was leaving, the Secretary informed me that the Viceroy had received from Yuan Shih-K'ai the Chinese text of the Shanhaikuan Railway Agreement; and I asked the Secretary to forward me a copy privately. As you will see, how- ever, from the Viceroy's letter, the latter took the opportunity to communicate a copy to me officially; and it is on the lines of this agreement, I understand, that His Excellency wishes to negotiate.

I am now arranging for an early meeting in Canton between the Viceroy's deputies and the representative of the Corporation.

I HAVE the honour to forward to you, herewith, copy of a despatch which I have received from His Majesty's Consul-General at Hankow enclosing an extract from a letter from the Viceroy stating that his present intention is to engage someone for the special duty of resurveying the proposed route of the Canton-Hankow Rail- way, and requesting Mr. Fraser to ascertain from Mr. Kinder whether he would be willing to undertake the task, and at what remuneration. Mr. Fraser encloses also copy of Mr. Kinder's reply, from which you will see that that gentleman is willing to undertake the supervision as requested.

I have sent copy of this despatch to the Governor of Hong Kong.

Canton, March 19, 1906. TAOTAI KUNG has submitted to me your views, and I beg to express my gratification thereat.

In the matter of the Canton-Kowloon Railway, I have received, in reply to my memorial to the Throne, an Imperial Edict directing me to appoint delegates to meet and negotiate. I should be glad, accordingly, if you would inform His Majesty's Minister, and also the Governor of Hong Kong, and request that the representative of the Corporation come to Canton, when I will delegate Messrs. Wei, Wen, and Kung, my foreign secretaries, to meet you and the representative in a friendly conference.

As regards the loan agreement for the Shanhaikuan Railway, I have now received the Chinese text from Viceroy Yuan, and I avail myself of this oppor. tunity to forward a copy to you (as requested).

His Britannic Majesty's Consulate-General, Hankow, April 3, 1906. BEGGING reference to my telegram, No. 5, of the 25th ultimo, I have the honour to forward translation of part of the Viceroy's note of the 24th March referring to the engagement of an engineer to resurvey the Hankow-Canton Railway.

Mr. Kinder's reply (copy enclosed) to the Hong Kong and Shanghai Bank's telegram was communicated to His Excellency Chang on the 29th March, but I have not yet heard his decision.
