When the Council, after debate, voted on the amendment that the paragraph be omitted, all the unofficial members were in favour of the answer with the addition. Mr. Edgar Antelme declared his intention to vote for it, but before the vote he left the Council room, saying to several of his friends that he was going away to avoid the pressure of his father, who insisted upon his voting for the omission, but that he could not yield to his father against his conscience.

It may be a question whether the insertion of a compliment to the Governor in a reply to his Excellency's speech, or, more accurately speaking, the moving of a vote of confidence in himself by the Governor, should under any circumstances be made a "Government measure.” Be that as it may, I address myself to your Lordship most respectfully, to ask whether having regard to your predecessor's despatch of the 19th September, 1885, in which Sir John Pope Hennessy was instructed to appoint me a member of the Council of Government, I am bound under threat of suspension from office if I disobey to vote in favour of such a measure.

I HAVE the honour to transmit a letter from Dr. Lovell, the Chief Medical Officer, to which Mr. Clifford Lloyd refers in his letter of the 4th instant, about the proceedings in Council, on the 19th April.

2. Dr. Lovell states that previous to the discussion, Mr. Lloyd distinctly intimated to officials that "his Excellency had decided to consider the matter a Government measure. Dr. Lovell asks your Lordship if he is bound under threat of suspension to vote in favour of such a motion.

3. Your Lordship would probably not have been troubled with this question had Mr. Lloyd shown a little more tact in carrying out the decision and recommendation of the Executive Council.

4. Making all allowances for Mr. Lloyd's inexperience of the Colony and of Colonial assemblies, it must, I fear, be admitted that instead of conciliating the three or four officials who agreed with him in disliking the complimentary reference to the Governor, he seems to have pursued exactly the course which would irritate them.

His Excellency the Governor said, he desired to consult the Council as to the course they thought the Government ought to adopt about the address voted by the Com. mittee, in answer to his speech, as he had just been told by the Lieutenant-Governor that an amendment was to be moved.

After discussion and consideration, the Council unanimously agreed :-

1. To support the address with the paragraph added on the motion of Sir Virgile

Naz, K.C.M.G.

2. To treat the adoption of the address, with that addition, as a Government measure, which Members of the Council of Government being office holders, should be requested to vote for.

Mauritius, April 29, 1886. THE inauguration of the new Constitution took place at the first meeting of the Council of Government on the 19th instant. In the reply of the Council to the speech of his Excellency Sir John Pope Hennessy, the following paragraph was added--

"We feel confident that your Excellency will continue to take the same watchful interest in the welfare of all classes of the Colony, and continue to use your best efforts to promote the material and moral progress of its inhabitants."

2. Previous to the discussion which took place upon the motion for the insertion of this paragraph the Lieutenant-Governor and Colonial Secretary distinctly intimated to Government officials that his Excellncy had decided to consider the matter a "Govern-

I HAVE the honour to acknowledge the receipt of your despatch, of the 11th of May, transmitting a letter from Dr. Lovell, the Chief Medical Officer, inquiring whether he was bound, under threat of suspension if he disobeyed, to support by his vote the insertion in the address in reply to your speech of the paragraph added on the motion of Sir Virgile Naz.

The rule as to the duties of a nominated member of the Council, who is a salaried servant of the Crown, is given in the circular despatch of the 17th August, 1868,
