to visit and report upon the territory leased to this country in connection with the extension of the colonial boundaries.
2. I have decided that, during the period between his departure from this country and his return in October next, Mr. Lockhart should be allowed the full salary of his office, payable to him in Hong Kong in dollars, with exchange compensation. The Crown Agents for the Colonies have, however, been instructed to pay to his bankers in this country on account of his salary the sum of twenty-five pounds sterling each month, commencing from the first of August and continuing till his return. The equivalent of this sum at the rate of exchange current at the date of each payment will be adjusted on his return.
3. During this period Mr. Lockhart will not resume any of his duties as Colonial Secretary or Registrar-General; and on his return to this country he will be entitled to so much of the leave granted him from the 21st March as remains unexpired on the 25th instant. It will therefore be necessary in due course to ask the Legislative Council to vote a sum equivalent to half Mr. Lockhart's salary for the period in question, to be paid to the Acting Colonial Secretary, and to vote also a sum to cover the cost of his passages to and from Hong Kong, and any additional expenses of his mission.
4. The Crown Agents have been instructed to provide Mr. Lockhart with a first- class passage to the Colony by the Vancouver route. His return passage should be pro- vided by the Colonial Government.

Foreign Office, July 4, 1898. I LAID before the Marquess of Salisbury your letter of the 29th ultimo,* enclosing the draft of an Order in Council which Mr. Chamberlain proposes to submit to the Law Officers of the Crown, with regard to the incorporation in the Colony of Hong Kong of the territory to be leased from China under the convention signed at Peking on the 9th ultimo.
It appears to Lord Salisbury that some mention should be made in the Order in Council of the stipulation contained in the convention, that Chinese jurisdiction is to continue in the city of Kowloon, except so far as may be inconsistent with the military requirements for the defence of Hong Kong.
His Lordship would also suggest that the new boundaries should, if possible, be defined in the Order in Council, unless it should be considered that the exact limits of the leased territory may be more satisfactorily laid down in a further Order, in which the text of the convention can be incorporated.
In other respects Lord Salisbury concurs in the draft to be submitted to the Law Officers.

Admiralty, July 1, 1898. WITH reference to your letter of the 23rd ultimo, No. 13111,* asking that a gunboat may be placed at the disposal of Mr. J. H. Stewart Lockhart, C.M.G., who will visit the territory at Hong Kong about to be leased to Her Majesty by the Chinese Government, I am commanded by my Lords Commissioners of the Admiralty to state, for the information of Mr. Secretary Chamberlain, that a telegram has been received from the Commander-in-Chief, China, stating that the necessary arrangements will be made, and that the officer appointed for torpedo duties at Hong Kong, who acted on the Defence Committee during the absence of the Flag Captain, will accompany Mr Lockhart.
