Transmita copy of telegram from Mr. Bax-Ironside, reporting that the Yamên bad promised to wire to Viceroy at Canton to arrange the withdrawal of Chinese troops from Kowloon.
Reports that Viceroy had acknowledged that he sent 600 troops into the new territory to preserve order, but refused to hand district over; that country was occupied by hostile bodies fully armed and in military array; and that he had locally arranged Customs matter satisfactorily.
Suggesta demands that should be made on the Chinese in reparation for the opposition to the British mumption of authority over the new territory.
