In Batticaloa district four licenses were issued in 1893 for the sale of opium and ganga, namely:-
Two shops in the town.
One at Kathankudi.
One at Eraur.
As far as can be ascertained, only one old rheumatic woman consumes opium in Batticaloa Town. Children do not use it, though very often employed to go to the shop to buy for their parents.
There are no habitual opium and bhang consumers in Batticaloa, I mean those who consume it frequently during the day. As a rule, a small quantity is purchased, at most the weight of a cent piece, costing 30 cents, which lasts for two or three days.
There are no smoking dens; in fact, a practice so common in Colombo is unknown here. Opium is taken in small pills before and after meals. Singhalese carters plying carts between this and Badulla purchase opium, generally a quantity to last their journey. Bulls are given opium mixed in coffee, under an idea that they can endure fatigue and draw heavy loads faster and better whilst under this stimulant. Native vederales buy it very frequently for medicinal purposes. Roughly estimated, about 20 people purchase and consure opium in Batticaloa.
Mostly those who use opium are sickly people with rheumatism and other complaints. It has been known to be used by some for promoting sensual desires, but the number is small.
In 1893, nine balls of opium, each weighing 2 lbs., were sold in Batticaloa. A ball costs between Rs. 45 and Rs. 50. It is brought from Colombo by steamer.

It is said that more opium was formerly sold; now the people cannot afford it.
The effect of this drug on those using it is to alleviate pain, and is considered by a good many people a specific for rheumatism.
The increase in its use is not perceptible. Tamils and Moors are those who use it most. It is not used by any other classes here.
