I HAVE the honour to acknowledge the receipt of your Deepatch, No. 130, of 20th May last, and to convey to you my approval of your proposal to provide, on the expiry of the present opium farm in 1898, for bringing the opium smoking divans under the direct control of the Government.
2. The opportunity should at the same time be taken for prohibiting any person other than an adult male from smoking in the divans, and for forbidding the admis sion of women, other than members of the keeper's family, as is provided in the Straits Settlements Ordinances, No. 9 of 1894 and No. 13 of 1895, copies of which are enclosed.
3. I request you to submit to me the draft of the proposed ordinance, and of the regulations, for carrying out the above proposals.
