Reporting that as the Council of

Government is not sitting he has been unable to submit a vote for the payment of Sir J. Pope Hennessy's half salary, but that the Receiver-General has been instructed to pay Sir J. Hennessy's half salary from the date of his suspension to the date of his embarkation for England.

Transmitting copy of Sir H. Robinson's report, and of a despatch to the Officer Administering the Govern- ment respecting the legality of his (Sir J. P. Hennessy's) suspension.

Replying to the charges made in Sir J. P. Hennessy's letter of 81st December, and observing that there is nothing in that letter which would enable him either to modify or with- draw the conclusions expressed in his report.

Expressing surprise that he has been called upon to defend the manner in which the inquiry was conducted, and pointing out that no objection was raised by Sir J. Pope Hen- nosay's friends until Royal Commis- sioner's opinion was made known.

Instructing him to ask the Council, as soon as it meets, to sanction the payment of Sir J. P. Hennessy's half salary.

Referring Sir H. Robinson, in reply to his despatch of 14th March, to the Secretary of State's despatch of 26th March.

Stating that it is proposed to present to Parliament his despatch of 18th March, and the others to which he refera.

Submitting observations on Sir J. Pope Hennessy's letter of 18th January, questioning the propriety of his (Sir H. Robinson's) appoint- ment as Royal Commissioner.
