Reporting that he feels unable to recommend, for appointment as nominated unofficial member of

Council, Mr. Ferguson, the manager of the Oriental Bank, who sat in the last Council as an elected mem- ber, and was defeated at the recent election, mainly, it is believed, in consequence of certain irregularities in the bank under his management.

Accepting the suggestion made in his despatch of 23rd January as to appointment of nominated members.

Approving the nomination of someone else in the place of Mr. Ferguson.

Calling attention to Sir J. Pope Hennessy's mal-administration of the Government, and suggesting the appointment of a Royal Com- mission to inquire into and report upon the actual condition of the Colony.

Transmitting a memorial from four elected members of Council com- plaining of the Governor's mal- administration of the Government, and commenting thereon, together with copy of a correspondence with Dr. Beaugeard and Mr. de Coriolis respecting the Governor's recent appointments to the Council of Education, the Royal College Com- mittee, and the Schools Committee.

Transmitting copies of four letters from Mr. Clifford Lloyd respecting his action in setting aside the authorised regulations for the conduct of official business and correspondence, and with regard to Governor's proceed- ings in the Executive Council, and other matters.
