The above two sums aggregate to Ra. 8,030.43 credited to land revenne on the 29th December 1882.
The sum of Rs. 759.69 on account of police tax for 1882 appears to have been paid into the Kachcheri on the following dates:-

These sums were also brought to credit under deposits on the above dates. In the first two cases professedly for want of particulara.
On the 28th February 1883 the whole of the above sums, viz., Rs. 8,090.48 and Rs. 757.69, were withdrawn from deposits and credited to road committee funds in settlement of the sums withdrawn from that fund as per debit bearing date 29th December 1882, together with the sum of Rs. 69.75 cash received on that date
on same sccount.
The alterations in the office copy of the cash book do not appear in the transcript sent to audit, which has apparently been made up after the alterations were effected.

Wir reference to my letter to the Right Honourable the Secretary of State for the Colonies, dated the 7th May last, I have the honour to annex a memo. of the paddy commutation collections in the Kandy District in the year 1881 as compared with the year 1882, and to request that it may be added as a further annexure to my
letter under reference.
2. It will be seen that Rs. 10,428.52 more was collected in 1881 than in 1882, and this includes the sum of Rs. 8,080.43 collected in January and February 1888 und credited to 1882.

Os referring to your Lordship's despatch, No. 49, of the 28th February 1890, I find that paragraph 13 is not fully dealt with in Sir A. Gordon's despatch in reply, No. 163, of the 19th May last.*
2. Your Lordship desires to receive an assurance that in no part of the island other than the Nuwara Eliya district has there been of late years any serious complaint with regard to the collection of taxes. I believe I am right in asserting that during recent years there has been no such complaint. It is true that during a visit to the Jaffna Peninsula in the Northern Province, from which I have just returned, representations were made to me, supported by Mr. Twynam, the Government Agent, with regard to the severity of the incidence of the grain tax, which in the Northern Provinos is levied, under the old system of assessment, on all descriptions of dry grain, sa well sa on paddy. But this is a matter of long standing, and I am not aware that the representations made ware based on any exceptional degree of hardship or distress. I am, however, inquiring into the subject, and I will report fully upon it as soon as I am able to do so.

8. Your Lordship further desires to know what truth there is in the suggestion that "results little, if at all, less startling have recently been produced by the Government policy in the Province of Uva." Mr. Fisher, the Government Agent of that province, had, before the receipt of your Lordship's despatah, been oalled on for a report, and is still inquiring into the matter. I regret that I am not yet in a position to forward his report.
4. Begarding your Lordship's remarks concerning the delay in issuing the Govern ment publications, I have the honour to state that I am informed that with the resources of the Government printing office it has been impossible to have all the printing of such publications completed in the early part of the year. The work has to be spread out over the year. I understand that the principal official publications are, the Blue Book, the Administration Reports, and the Sessional Paphes. The Bite Book is a publication required by the Royal Instructions, and would therefore, I think, rank first in importance. If your Lordship concurs with this view, I will osuse the printing of it to take, as much as possible, priority of that of the other publications I have named.
