Enclosure in No. 22.

To the Right Hon. LORD KNUTSFORD, G.C.M.G., Her Majesty's Secretary of State

for the Colonies.

Mauritius, St Andrew's Church,

December 19, 1889.

MAY IT PLEASE YOUR LORDSHIP,

We, the members of the Presbyterial Committee and adherents (representing 10 congregations) of the Church of Scotland in Mauritius, have the honour to bring to your Lordship's notice :

1. That we have watched with deep interest all the proceedings which have of late taken place, in consequence of the agitation raised in connexion with the question of ecclesiastical revenues and grants from Government to the Christian churches of the Colony.

2. We learn with regret, from the minute of Sir John Pope Hennessy, dated the 28th of November, that a majority of members of the Executive and the Legislative Councils have voted for such a re-adjustment of the ecclesiastical grants as, if it were sanctioned by your Lordship, would weaken both the Protestant churches to an extent which is inore easily conceived than explained at the present crisis.

3. The majority of the congregations of the Church of Scotland in Mauritius belong to the humbler class of the community; and any diminution in the grant from Govern ment would be a serious drain upon their strained means.

4. We venture, therefore, to beg your Lordship to give your favourable attention to the basis of redistribution proposed in the Legislative Council by the Honourable Hamilton Stein, which would give ten-fifteenths, four-fifteenths, and one-fifteenth to the Roman Catholic Church, the Church of England, and the Church of Scotland, respectively.

Should your Lordship be pleased to sanction the redistribution on such basis, we have ample reason to believe that the decision would be acceptable to all Protestants in Mauritius.
