I do not consider it necessary further to discuss the details of Mr. Dickson's scheme of reorganisation, though it is possible that hereafter some of his other sugges- tions, in addition to those which have been notlood, may prove worthy of adoption ; and I will now only, in conclusion, invite the careful attention of your advisers and yourself to the opinions expressed in this Despatch, and express my hope that they may be carried into effect at an early date.
