THE CIVIL MEDICAL DEPARTMENT OF CEYLON.

MEMORANDUM.

THE Department is constituted of Fifty-two Officers; namely, four Colonial Surgeons, eighteen Assistant Colonial Surgeons, and thirty Sub-Assistant Colonial Surgeons.

Candidates who possess Diplomas or Licenses of the recognized European and Indian Colleges only are eligible for admission into the Department as Assistant Colonial Surgeons.

COLONIAL SURGEONS 4.

1.-One for the Central and North-Central Provinces, and one for the Southern Province, drawing salaries of 8,000 rupees each; and one for the Western and North-Western Provinces, and one for the Northern Province, drawing salaries of 6,000 rupees each.

2.-Colonial Surgeons are debarred from taking general practice, and are limited to consul- tation practice. It is only since 1874 that Colonial Surgeons were thus restricted to consultation practice, and it is therefore difficult to estimate their incomes from this source at present.

3.-Travelling Allowances. Colonial Surgeons are allowed 10 rupees per diem when detained at a Station on duty, and a mileage at the rate of 1 rupes por mile beyond ten miles of their residence, when not drawing horse allowance; if in receipt of horse allowance, the amount for mileage is reduced to 87 cents.

Assistant COLONIAL SURGEONS-18.

4.—On entering the Service the Assistant Surgeons commence on a salary of 3,000 rupees per annum, with a quinquennial increase of 500 rupees, which would after twenty years' service, if not previously promoted, entitle them to the maximum of 5,000 rupees per annum.

5.--Assistant Colonial Surgeons are entitled to the privilege of private practice; and in Colombo, Kandy, and Galle their emoluments from this source may be computed at from 3,000 rupees to 4,000 rupees per annum. They are also entitled to the following fees paid 17 Government:—-

For making external examinations, for Judicial purposes

For Post-mortem examinations

For Post-mortem examination with an analysis of the contents

of the stomach

6. Travelling Allowances. Assistant Colonial Surgeons are allowed mileage at the rate of 37 cents per mile, and a batta of 1 rupee and 50 cents per diem during detention on duty.

SUBORDINATE DEPARTMENT.

SUB-ASSISTAnt Colonial SURGEONS-80.

7.-The members of this Department who are licensed by the Ceylon Medical School, commence on a salary of 900 rupees per annum, with a triennial increase of 100 rupees till the maximum of 1,600 rupees is reached.

8. They are entitled to fees for medico legal examinations and travelling allowances and batta, in the same manner as Assistant Colonial Surgeons, and they enjoy the privilege of private practice.

Promotion.

9.---An Assistant Colonial Surgeon, according to service and merit, is eligible for promotion to the higher rank of Colonial Surgeon, and succeeds to the pay and allowances on appointment.

Emoluments.

10.-Besides those already mentioned the Assistant Colonial Surgeons when attached to the Medical School as Lecturers, of whom there are four, draw an extra allowance of 1,000 rupsss per

11. Once in two years Colonial and Assistant Colonial Surgeons are allowed privilege leave of three months on full salary (if the exigencies of the Service permit). They are also allowed twelve months' leave of absence on half-salary at the termination of every six years of continuo is service (if the exigencies of the Service permit).

Pension.

12-If after ten years' service an officer has been disabled for duty, he will be entitled to a pension of 15-60ths of his salary, and to an additional 1.60th for each further year of service; after thirty-five years to 40-60ths or two thirds, beyond which no further allowance will be made,

When an officer has attained his fifty-fifth year he can claim his pension and retire.
