Power of 276. 277. No judgment or order or other proceeding of any stipendiary magistrate shall be quashed or annul. led for want of form, or be impeached or affected by any mistake, defect, error, or omission in reasons of the same; provided such judgment, order, or other proceeding be in substance and effect in conformity with or according to the true intent and meaning of this Ordinance.

280. The Governor in Executive Council may from time to time alter, amend, or revoke any regulation which is in force when this Ordinance comes into operation, or which may subsequently be framed under its provisions.

282. It shall be lawful for the Governor in Exo- cutive Council, on the report of the Protector of Immigrants, if the provisions of this Ordinance are neglected or disobeyed by any employer, and if such employer has within two years on account of such disobedience been more than twice convicted by the stipendiary magistrate, or the Supreme Court, to

order the withholding of requisitions on account of such employer, or on behalf of the estate of such employer, and it shall further be lawful, under the like circumstances, for the Governor in Executive Council to remove servants from such estates.

Every manager of an estate, plantation, or factory on which any immigrant may be under contract of service shall keep registers in form and manner pro- vided in Schedules Nos. ¡44, 45, 46, and 47, which registers shall be at all times open to the inspection of the Protector of Immigrants, the inspectors of immigrants, and the medical attendant of the estate, and shall be produced in court if the presiding judge
