27. The Protector shall have, subject to the con- trol of the Governor, authority over the several inspectors, clerks, interpreters, and other persons employed in his office, and shall assign to each his duties, and may delegate to an inspector of immi- grants the exercise or performance of any of his functions or duties, but without diminution of his own responsibility, and may, when conducting any investigation on a plantation, require the presence and assistance of the medical attendant of such plantation, and may also employ such persons as he may deem necessary as interpreters or judges of work, and may award any such person for his services a sum not exceeding for each day that he shall be so employed; and all expenses so incurred by the Protector, or by his subordinates under his directions, or by the medical officer of the Department, in the discharge of their respective duties, which shall be attested by proper vouchers, shall be paid from such source as may be ordered by the Governor in Execu- tive Council.”
28. On the arrival at Mauritius of any ship having tor to inspect on board immigrants, whether from British India or immigrant
from elsewhere, and immediately after such ship shall ships on arrival. have received pratique, the Protector, assisted by the medical officer of the Department, or in his absence by the health officer of the port, shall proceed on board and shall inspect the ship and immigrants, and ascertain, as far as possible, by personal inspection and examination, whether the provisions of this Ordinance, and of any regulations to be framed in virtue thereof, have been duly complied with; and in the case of ships conveying immigrants from places elsewhere than British India, that the conditions of the licence, in such cases herein-after ordered, have been duly complied with, and that the conditions of the bond herein-after required of the master of such ship have been duly discharged by him; and if the Protector be satisfied that all things have been done, and all conditions fulfilled as aforesaid, he shall deliver to the master of such ship a certificate of performance; and he shall report to the Governor the condition of such ship and "immigrants, and shall transmit with such report the return of the deaths <and births furnished by the medical officer of such ship, and a certificate that the owners and the master have duly performed all such conditions as aforesaid, and also a certificate for the amount due for freight to such owners.

all acts and things, and to execute all deeds and writings, which by any law or practice in the Colony require to be performed, done, or executed by the Protector of Immigrants.

30. Every person who shall molest, hinder, or Penalty for oppose the Protector or any inspector of immigrants, obstructing or any medical officer appointed under this Ordinance, immigration in the due execution of his duty, or in the exercise of any of the powers or authorities conferred upon him by this Ordinance; or who shall fail on demand to produce to the Protector of Immigrants, or to any inspector of immigrants, any book or other document mentioned in article 20 hereof, or who shall obstruct the Protector of Immigrants in inspecting any book or other document aforesaid, or who shall refuse or neglect to bring or cause to be brought any labourer before the Protector of Immigrants or any inspector of immigrants at such Protector's or inspector's request, shall, on conviction before a stipendiary magistrate, forfeit and pay such sum not exceeding 201. as the convicting magistrate shall direct.
31. Should the Protector, for the prosecution of Legal assist complaints, entered by him as aforesaid, require legal ance to assistance in or before the stipendiary courts, it shall Protector. be lawful for the Procureur General to depute either an officer of his department, or to appoint a barrister or advocate, to give the Protector of Immigrants such assistance before the stipendiary courts as he may from time to time require, and such barrister or ad- vocate shall be paid by fees to be fixed by the Pro- cureur General subject to the approbation of the Governor.

32. Every employer of immigrants shall, within Deaths to seven days from the death of any such immigrant, be reported make and transmit to the Protector at the Immi- to the Pro- gration Office a return of the same in the form prescribed by Schedule No. 1 hereunto annexed. Provided further, that such return shall, in all cases in which the employer shall be bound to engage a medical attendant, be signed by such medical attendant.
33. Every employer of immigrants shall, within Half-yearly the month of January and the month of July in returns by each year, make and transmit to the Protector of employer. Immigrants, a return in the form prescribed by Schedule No. 2 hereunto annexed, of all immi- grants, whether under written contract of service or not, in his employ during the whole or any part of the preceding six months, together with the date and number of deaths, the number of births of the children of such immigrants; of the names of all immigrants who may have ceased to be employed on the plantation or estate, during the preceding six months; and also of the number of absences and desertions that have taken place on the said plan- tation or estate during each month of the pre-
