I AM honoured with your Lordship's commands signified in Mr, Meade's letter of the 29th ultimo, stating that he was directed by your Lordship to transmit to me a despatch from the Governor of Hong Kong, inclosing a draft Ordinance "to provide a general register of marriages celebrated in Hong Kong;" and that he (Mr. Meade) was further to inclose the previous correspondence on the same subject with Sir A. Kennedy, together with a copy of the existing Ordinance No. 1 of

1852.

That your Lordship would be glad to be informed whether that Ordinance might, in my opinion, properly be submitted for Her Majesty's sanction.

That Mr. Meade was to request that I would have the goodness to return those papers with my Report.

In obedience to your Lordship's commands I have the honour to Report- That in my opinion the draft Ordinance may properly be submitted for Her Majesty's approval.

Kennedy; together with a copy of the existing Ordinance, No. 1 of 1852.

Government House, Hong Kong, April 21, 1875.

IN accordance with the request of some of the Roman Catholic Clergy in this Colony, I have the honour to transmit the inclosed copy of a letter which they have addressed to your Lordship. It refers to the registration of marriages' Ordinance, which, as reported in my despatch No. 34 of 18th instant, has finally passed the Council, and, in effect, it is an application that the said Ordinance may be dis- allowed.

2. It is not necessary for me, I apprehend, to express any opinion upon the objections raised to the principle of the new law; and I will, therefore, confine myself to stating that no assurance of any sort or kind was given to the Roman Catholic Clergy as to their principles not being interfered with by the provisions of the Ordinance; nor were they informed that notice would not be required until after the marriage had been performed in Church.

3. There are other incorrect statements in the letter to your Lordship; but no good would be derived by controverting them.

4. I must, however, point out that neither the Government nor the Legislature are responsible for the difficulty regarding handing over either the originals or certified copies of the Roman Catholic registers of marriages. We were not aware that the registers contained particulars of a confidential nature; and although the
