charged exorbitant prices for goods supplied to them, and no attempt has been made for their moral improvement. The former manager had been required to repay the excess of price of the goods, and as a new manager has been appointed it is hoped that a similar abuse will not occur again. But it is clear that nothing but a strict and careful supervision will ensure the proper treatment of these helpless people.

If Sir A. Phayre gives, as no doubt he will, the close attention he promises to the questions connected with the management of the liberated Africans, there is no reason why the abuses recently disclosed should not be prevented. But no regulations, how- ever wisely and humanely devised, will be of avail unless there is someone in authority to take constant notice of any infringement of them. There is no reason to suppose the people are cruelly treated; but they are cheated of their wages, made to work too long, and left in a state of utter paganism, without any attempt at improvement. To remedy such a state of things, if the people are allowed to be dispersed over the islands, some of which are 200 miles from Mahé, appears hopeless.

MINUTE by SIR C. MURDOCH on Governor's Despatch, No. 182, of June 17, 1876.

Sir A. Phayre enumerates under eight heads the principal irregularities in the management of liberated Africans in the Seychelles disclosed by the recent reports from the Acting Inspector.

These irregularities are the same as were referred to in my Minute on Sir A. Phayre's previous despatch of 18th March last, No. 95. He says that these matters shall have his close attention, bat some of the islands are so remote that effective inspection is almost hopeless.

The moral from this is that no liberated African should be assigned to these remote islands. If possible they should be kept at Mahé, where the Civil Commissioner is established, or at the islands nearest to it. If they cannot be found employment where there are the means of superintending and protecting them, it would be better to transfer them to Natal, where they would be welcomed, and would be under the immediate eye

of the Government.

One of the greatest abuses which the papers disclose is the payment of wages by Bons," which the people have no means at the out islands of converting into money, and which are likely to be lost or worn out, as they have apparently no means of dis- posing of them except about their persons. This abuse appears to have prevailed espe- cially at Denis Island, which is not one of the "remote "islands, being only 52 miles north of Mahé. The management of the people in Denis Island appears to have been generally unsatisfactory; besides the payment of wages in "Bons," the people were
