Is laying the enclosed copies of two despatches from the Governor of the Straits Settlements on the subject of the command of Her Majesty's Troops in the Settlements before Mr Secretary Hardy, I am directed by the Earl of Carnarvon to request that you will state to Mr. Hardy, that it appears from the records in this Office that this question was considered by his Lordship's Predecessor in conjunction with the War Office, at the time of the appointment of Sir Andrew Clarke to be Governor of the Straits Settlements, and that the decision then taken was that it would be inexpedient to make any change. In this decision Lord Carnarvon agrees. His Lordship does not therefore wish for a reconsideration of the matter, but as it is obvious from late events in the Malay Peninsula that for some time to come it may be necessary to make urgent requisitions on the Commandant at the Straits for military assistance, his Lordship would be glad if Mr. Hardy, in dealing with these papers, would consider whether it is possible to give such directions as would remove the objection naturally taken by Sir William Jervois to incur, in cases of emergency, the delay of communicating in the first instance with the General in Hong Kong; as his Lordship is satisfied that the Governor will be careful, whenever practicable, to communicate with the General in the first instance.

IN reference to my Despatch No. 137, of the 23rd March,* forwarding copy of the

May 27, 1876. proceedings of the trial of the three prisoners, Seputum, Se Gondah, and Ngah Ahmat, and informing your Lordship that I saw no ground for interfering with the sentence of death passed upon Sepătum, I have the honour to enclose for your Lordship's information copy of a Report from Mr. Paul, Acting Deputy Commissioner, Perak, stating that that prisoner was hanged on the morning of the 20th instant, in the presence of Sultan Abdullah and the principal Chiefs, in the vicinity of Bandar Bahru.

I HAVE the honour to inform your Lordship that I have received from Captain Speedy, who holds the provisional appointment of Assistant Resident at Larut, a pressing application for six months leave of absence to England, on the score of urgent private

affairs.

2. I have felt some difficulty in dealing with this application; for, although Captain Speedy has been acting in his present post for 24 years, his appointment is of a purely temporary and provisional nature, from which it appears doubtful whether any leave can be accorded; his salary is defrayed from the Larut Treasury, not by this Government; and it will not, in all probability, be possible to make arrangements for the performance of his duties upon the half salary of his office.

3. I have therefore thought it most advisable not to give Captain Speedy any formal leave of absence, but to allow him to absent himself from his post for six months, leaving the question of salary to be settled by your Lordship.

4. I will take the earliest opportunity of reporting the arrangements made for the performance of Captain Speedy's duties. It is probable that of the 1,5007. a year, which is the present salary of the Assistant Resident, 1,000l. will be required for the remune- ration of a locum tenens; but the application for leave was received at so late a date before the departure of the mail, that it has not yet been possible to mature any definite arrangements.

The Residency, Bandar Bahru, Perak, May 20, 1876.

I HAVE the honour to inform you that in accordance with the instructions contained in your letter of the 6th instant, the sentence of death by hanging passed by Rajah Dris on the 29th of February 1876, was carried out on Sepŭtum this morning at eight o'clock a.m. in the presence of Sultan Abdullah and the principal Chiefs in the vicinity of Bandar Bahru.

Last evening the prisoner expressed a wish to make a statement, Mr. Plunket and myself went to see him, but Seputum merely reiterated what he had already stated at the time of his trial, namely, that he was guilty of the charge against him, but was the tool of others.
