I HAVE the honour to acknowledge the receipt of your despatch No. 118 of the 28th July, transmitting information with respect to the frequency of suicide among the Indian immigrants in the Colony.
The returns you forward reveal the existence of a large mortality attributed to suicide, and it appears that there is at present no satisfactory mode of investigating such
cases.
It is clearly necessary that some system of proper inquiry into sudden deaths either by a coroner or by a magistrate should be established, and I have to instruct you to bring the matter at once before the Council.
I regret to observe the discrepancies between the returns given by the police and by the Civil Status Departments respectively. Such discrepancies must be due to want of care either in the Department in question or on the part of those whose duty it is to report the occurrence of deaths on estates.
