3. They are disposed to favour maintenance of system of Residents, if possible. 4. It is their wish that as large indemnity as possible should be exacted. Report, therefore, by telegraph, with as little delay as possible—

(1.) What force is in your opinion necessary.

(2.) What stations you would propose.

(3.) Any suggestions for modifying system of Residents that occur to you. (4.) The amount of indemnity that can be secured.

(5.) Whether Abdullah, for a time at least, can be maintained on the throne, and, if not, whom you would substitute.

I have, finally, to request you to furnish all information likely to help Her Majesty's Government, and not to act in any doubtful point without asking instructions.

Substance of Telegram from GOVERNOR SIR W. F. D. JERVOIS, K.C.M.G., C.B., to the EARL OF CARNARVON. (Handed in at Penang, January 1, 9 p.m., received at the Colonial Office, January 2, 0.30 a.m.)

YOURS of the 29th,* most confidential, received.

January 1, 1876.

1. There are at present required, besides force usually stationed in Colony, 1,000 infantry, of which one wing might be European and the rest either Ghoorkas or Bengal Pioneers, and also one battery of artillery.

2. The 700 infantry and half battery of artillery now in Perak hold Kinta and five posts on the Perak River, as well as furnishing detachments for the line of communcation through Laroot.

Three hundred infantry and half battery of artillery are stationed in and near Malacca. 3. With reference to the maintenance of the system of Residents the selection of good men is the most important consideration. When the actual Government is forcibly sup ported by ours the position of the Residents will be materially improved. My plan is to have two stations for Residents, one with Sultan in Lower Perak, one in Upper Perak with Rajah Muda Yusuf; wherever these two live there the stations must be.

4. Before the late events, Perak was in debt to the Government of the Straits Settle- ments to the extent of 20,0007.

The amount of the revenue of the country in the future must depend on our continuing actively to assist in the Government.

The central authority is so weak that no revenue could be collected were our assist ance withdrawn; nor is Perak in a position to pay a sum down; but probably 20,0001. a year might be obtained under favourable circumstances.

5. Abdullah, I think, on the whole, had better, at present at all events, be retained. The late events may be a useful lesson to him. If Abdulis does not amend, we should make Yusuf Sultan.

6. I will not fail to communicate any further proposal that occurs to me, and to k instructions with respect to all questions of foreign affairs.
