My Lord,

Government House, Singapore, March 18, 1875. WITH reference to correspondence which has passed, both in England and here, on the subject of a concession (printed copy herewith) by the Viceroy of Salangore to the Count De Gelois and Mr, J. G. Davidson, of certain mining rights in Salangore, I have the honour to state that the intervention of this Government having been asked for to secure from the Sultan of Salangore a confirmation of that concession, I communicated with His Highness, and after full consideration was led to the conclusion it would be to the advantage of Salangore if the concession were confirmed by the Sultan with such modification as would divest it of its exclusive character, and as would prevent the rise in Salangore of a great and privileged company having rights which would not probably be granted to ordinary miners or settlers, and becoming, therefore, a source of future trouble to the Government of the country.

On this principle I have had drawn up a form of confirmation which I think offers reasonable inducements to a company to invest money and labour in Salangore, and at the same time will protect Salangore from being made the subject of a great monopoly.

I have the honour to inclose a copy of the letter sent to Messrs. A. L. Johnston and Co., Agents here for a Company formed to work under the concession, in answer to a letter from one of the Concessionaries, together with a copy of the proposed form of confirmation, and trust your Lordship will approve of the arrangement.

THIS Indenture, made the 8th day of March, in the year 1873, between his Highness Tunku Dia Udin, Viceroy of Salangore and its dependencies, of the first part, and Count Charles Frederick Theodore Marie Maur de Gelors, of Ngadirodgo, in the Island of Java, and James Guthrie Davidson, of Singapore, of the second part :

Whereas the territory of Salangore abounds in tin mines, which have only been worked to a very small extent, and his said Highness is desirous of opening up the resources of the said territory, and the parties here to of the second part, have agreed to organize a Company with a capital of at least 100,0001. sterling, to open up and work the tin mines throughout the said territory :

Now this Indenture witnesseth that his said Highness hereby gives and grants unto the said parties of the second part, their heirs, executors, administrators, and assigns, full and irrevocable and exclusive licence and authority, for the period of ten years now next ensuing, to search for, win, and work all tin mines, veins, lodes, or deposits of stream or alluvial tin, not now granted to, or occupied or worked by others in the district of Salangore proper, Klang and Bernam, within the territory of Salangore, and to carry away and dispose of the produce thereof, to and for their own use and benefit, and for the purpose aforesaid to dig, sink, drive, make and use all such pits, shafts, pumps, levels, water- courses, roads, and other works, which may be necessary for winning, working, and obtain- ing the tin ores therein contained; and also to appropriate and use such lands, not being private property at the time of such appropriation, either underground or on the surface,
