Governor Sir A. Clarke, K.C.M.G., C.B., to the Earl of Carnarvon.—(Received January 30, 1875.)

My Lord,

I HAVE the honour to submit for your Lordship's favourable consideration and approval the following nominations of officers to fill the several Residencies in the native States, my reasons for their selection being given by me in my Confidential despatch of this day's date:—

Government House, Singapore, December 30, 1874.

2. Mr. J. W. Birch to be Her Majesty's Resident with the Sultan of Perak, at a salary of 2,0001. a-year.

3. Captain Speedy to be Her Majesty's Assistant Resident of Perak, attached to the District of Larut, with a salary of 1,5001. a-year.

4. Mr. J. G. Davidson to be Her Majesty's Resident at Salangore, with the Viceroy

of that State, Tunku Dia Oodin, at a salary of 1,5001. a-year.

5. Mr. F. A. Swettenham, of the Straits Civil Service, to be Her Majesty's Assistant Resident with the Sultan of Salangore, with a salary of 7501. a-year.

6. Captain Tatham to be, temporarily, Her Majesty's Assistant Resident of Sungie Ujong, with a salary of 7501. a-year.

7. These nominations have been made after long and careful consideration, and I venture to hope that they will be confirmed by your Lordship.

Governor Sir Andrew Clarke, K.C.M.G., C.B., to the Earl of Carnarvon.—(Received January 30, 1875.)

My Lord,

Government House, Singapore, December 30, 1874. WITH reference to my public despatch of this day's date,* and in accordance with the conditional authority contained in your Lordship's despatch of the 4th of September last, I have now the honour to submit, for your Lordship's consideration, the following provisional arrangements which I have had to make in the hope that thereby will be furthered that unbroken maintenance of peace and order which this Government

is now endeavouring to establish in the native States of the Malay Peninsula which have sought its aid and protection.

2. To the Sultan of Perak I have nominated as Resident Mr. J. W. Birch, the Colonial Secretary.

I have not done this until after long and anxious consideration, nor until Mr. Birch had, by the success which has attended one or more missions with which he has been lately entrusted, given evidence of his ability, and still more of his tact and judgment în dealing with natives.

S. His experience, long and varied, as a Settlement officer in Ceylon, as well as his intimate acquaintance with Oriental life, customs, and habits, point out Mr. Birch as in
