I HAVE the honour to inform your Lordship that, as reported in my despatch No. 30 of yesterday's date, I leave to day to join Vice-Admiral Sir Charles Shadwell at the rendezvous off the one-fathom bank on the North Sands.
2. I am consequently unable by this mail to furnish the further information which I had hoped to communicate in reference to the proceedings at Laroot, as detailed in my despatch No. 14 of 26th January.

I AM directed to acknowledge the receipt of your letter of the 6th instant, † recording the satisfaction of the Straits Settlements' Association with the recent engagements entered into by Sir Andrew Clarke with the authorities of Perak, and, in reply, I am to inform you that the Earl of Carnarvon is glad to receive this expression of the Association's opinion, which his Lordship will bear in mind when, on the receipt of a further promised despatch from the Governor, he is in a position to decide upon the whole question.

1 AM commanded by my Lords Commissioners of the Admiralty to transmit, for the information of the Secretary of State for the Colonies, a copy of a despatch No. 26 of the 12th ultimo, from the Naval Commander-in-chief on the China Station, in regard to his proceedings with certain of the ships under his orders whilst assisting the Governor of Straits Settlements during his negotiations with the Sultan of Salangore, relative to the trial and punishment of some of his subjects for recent acts of piracy against British residents at Malacca.

"Iron Duke," off Pulo, Lamant, Straits of Malacca,
Lat. 2° 52′ N., Long. 101° 12′ E., February 12, 1874. I REQUEST you will inform the Lords Commissioners of the Admiralty that, in compliance with a requisition from his Excellency Sir Andrew Clarke, Governor of the Straits Settlements, I left Penang on the forénoon of the 5th instant, and proceeded to the neighbourhood of the Klang and Langkat Rivers to assist his Excellency by my presence with the squadron in some negotiations he was about to enter into with the Sultan of Salangore, relative to the trial and punishment of some of his subjects for certain recent acts of piracy committed against some British subjects resident at Malacca. arrived at the appointed rendezvous on the evening of the 6th, accompanied by Her Majesty's ships as per margin.* I found the Governor there in the Colonial steamer "Pluto," and also the "Rinaldo," which I had ordered up from Singapore to bring on from Malacca certain prisoners, charged with the above-mentioned offences.

2. On the 7th I accompanied Sir Andrew Clarke up the Klang River to Langkat, with "Frolic," "Midge," and "Salamis," my flag flying in "Frolic" after there was not enough water for "Salamis" to proceed.
3. Negotiations were entered into with the Sultan on the 8th, 9th, and 10th, the ultimate result of which has been that the Sultan has acceded to all Sir Andrew Clarke's proposals, and has deputed his son-in-law, Tunku Dia Oodin, the Viceroy of Salangore, to deal as may be necessary with the offenders as to trial and punishment.
The Sultan bas deputed three of his headmen to assist the Viceroy in this matter, and Sir Andrew Clarke, on his part, has also nominated two Commissioners, Major McNair and Mr. Davidson, to see that the enquiry is properly conducted, and to support Tunku Dia Oodin's authority.
4. The trial of the prisoners will commence to-morrow. I leave Captain Woollcombe here with "Thalia," "Rinaldo," "Midge," and "Avon," to afford all material assistance, and to destroy some stockades should Tunku Dia Oodin and the Commissioners consider it necessary.
5. The above is a brief sketch of the position here at present. I shall communicate more full particulars when the transactions are completed.
6. His Excellency Sir Andrew Clarke left to return to Singapore last evening. I leave for Singapore, calling at Malacca en route, this afternoon, accompanied by "Frolic." Captain Woolcombe will also return to Singapore with the ships under his orders as soon as the service he is now employed on shall have been completed.

WITH regard to paragraph 26 of my despatch No. 14 of 26th ultimo,t I have the honour to forward to your Lordship, in original, a letter from the Chairman of the Chamber of Commerce of Singapore, covering the copy of a Resolution which was unanimously adopted by that body, in approval of the engagement entered into by the Chiefs of Perak.
