Instructions to a Commission to carry out the arrangement with the Chinese.

Pluto," Pulo Pangkor, January 20, 1874. IT has become necessary to appoint three officers of this Government to act jointly with two Chinese to be named by the miners at Laroot to carry out certain arrangements just entered into relating to the settlement of the recent disturbance at Laroot, and relying on your knowledge of native affairs and your zeal for the service, I have chosen you for this duty.

2. You will, therefore, go in the steam-ship" Johore," as early as possible, to Laroot, where, being joined by the two Chinese members, you will proceed to carry out the terms of the arrangement, a copy of which is annexed for your guidance.

3. It is of great importance that the miners of both the late sides be enabled to return to work at as early a period as possible, and I have no doubt but that, in the present spirit of the Chinese, you will be enabled soon to arrive at a satisfactory settle- ment of the matter.

4. Captain Speedy, newly-appointed Acting Assistant British Resident at Laroot, bas been instructed to afford you every assistance in his power, and to make the best arrange- ment he can for your lodging and other convenience.

5. Connected with this duty, there are two others which I entrust to you separately: that is, 1st, The rescue of all the women and children taken during the late disturbances, and now said to be detained in Laroot. I send you herewith a number of petitions received from the relations of these persons, and I recommend them to your particular care, and will be greatly gratified to learn that by your exertions you have succeeded in rescuing any of these unfortunate persons from captivity. 2ndly, The disarming of both the Chinese parties, and the destruction of their stockades. This duty has already been carried out to a certain extent, as far as their boats are concerned, but it still remains to disarm and destroy the stockades at Laroot, as agreed upon by the Chinese themselves, and as set out in the accompanying Articles, and I doubt not you will be enabled, with Captain Speedy's assistance, rapidly to effect this object.
