The Earl of Kimberley to Governor Sir Andrew Clarke.
Downing Street, October 22, 1873. I HAVE received Sir H. Ord's despatch No. 253 of the 5th of September last, reporting the visit of Her Majesty's ships "Thalia" and "Midge" to the coast of Perak to check piratical disturbances in that district, and the steps he had taken to permit, with certain limitations, the export of arms to Laroot.
2. I approve Sir H. Ord's proceedings in this matter.

Governor Sir H. St. George Ord to the Earl of Kimberley.—(Received October 27.)

Government House, Singapore, September 19, 1873. SINCE the receipt of the telegram from Penang, reported in my despatch No. 280 of 20th September,§ I have received a private letter from Colonel Anson by an unexpected opportunity, which did not allow time for his writing officially.
2. Colonel Anson informs me that Captain Grant, having gone up the Laroot River in his gig, was surprised and attacked by two armed boats, each containing about forty men. Through the mismanagement of the native pilot the gig got aground and was exposed to the fire of the boats for about an hour. The only casualties were Sub- Lieutenant W. Cresswell, shot in the chest, and Sub-Lieutenant A. Lindesay, shot in the thigh.
3. Colonel Anson also reports that on the night of the 16th the house in Penang, in which the Mantri of Laroot resides when there, was blown up by gunpowder. The Mantri fortunately was not in the house at the time, but six persons were wounded by the explosion, and a policeman attacked and killed.
4. This outrage is of course due to the Chinese faction, who are opposing the Mantri in Laroot, and who committed the piratical attack on the man-of-war's boat. I am glad to say that of the persons arrested on suspicion six have been already identified.
