Mr. Elliot to the Under-Secretary of State, War Ofice.
Downing Street, August 14, 1867. With reference to the letter addressed by you to the Under-Secretary of State for India on the 17th of June, suggesting that instructions should be issued as soon as practicable for the examination and valuation of the stores at Singapore, Penang, and Malacca, which are to be transferred to the War Department, I am directed by the Duke of Buckingham and Chandos to transmit to you, for the information of the Secretary of State for War, a copy of a letter received from the India Office, * 2nd July, 1867. inclosing copies of a correspondence which has passed on the subject with Major-General Cavanagh,
the late Governor of the Straits Settlements.*
It will be seen that the Secretary of State for India in Council authorizes the transfer of the military stores in the Straits Settlements to the Imperial Government, at a valuation to be made by a properly appointed Committee.
I am to state, that in so far as the intervention of the Governor of the Straits Settlements may be required, his Grace will be prepared to give him any instructions which the War Office may think

I transmit to you, for your information, copies of a correspondence between the India Office, the War Office, and this Department on the subject of the transfer of the military stores in the Straits Settlements to the Imperial Government,
I have to direct you to be guided by the wishes of the Secretaries of State for War and India in regard to the disposal of those stores, and the appointment of a properly constituted Committee.

I am desired to state, that a copy of the correspondence has been forwarded to Colonel Ord, and that he has been directed to guide himself by the wishes of the Secretary of State for India, and the Secretary of State for War, in regard to the transfer of those stores.

Proceedings of a Committee which was directed to Assemble by General Order No. II, dated Singapore, Wednesday, November 6, 1867, for the Valuation of Štores required for Military Service in the
Straits Settlements.

To whom Assistant Superintendent of Stores, T. W. Wright, was afterwards added by General Order of 14th December, 1867.
The Committee having assembled, pursuant to orders, considered it advisable that Sub-Committees should be formed with a view to examining and taking lists of stores of each separate Department, and reporting upon their suitability or otherwise for the Imperial Service.
The Sub-Committees, in the execution of their duties, proceeded to examine the stores at Singa- pore, Malacca, and Penang, and prepared lists of the same, submitting the lists, with their recommen- dation, to the General Committee.
The lists were afterwards scrutinized by the General Committee, and those stores considered suitable, and in the quantity required for the Imperial Service, were enumerated in lists for valuation.* With the approval of Colonel Barrow, R.A., the officer deputed by the Indian Government to represent their interests, the Committee then adopted certain values, as those proper to be charged to the Imperial Government on taking over the stores. Lists of such stores showing the valuation adopted have been prepared, and are attached to these proceedings.
The Committee recommends that the articles enumerated in these lists be taken over by the Imperial Government, in the quantities and at the prices specified.

This letter, so far as it bears on the question, is set out in full, with the exception of the following extracts referred to in the letter.

"Singapore, February 24, 1868,
"In reply to your letter of 20th instant, I have the honour to inform you that I fully concur in the propriety of retaining, for the present, the guns now in position in the various batteries here and at Penang.
"A report has been already nade on the necessity of arming batteries in the Straits with rifled guns, fut as it will probably be many years before any steps are taken in the matter, it would not be advisable to denude them of their present armanient.
"I enclose a letter from the officer commanding Royal Artillery on the same subject.
