beginning and end of the year, and Receipts and Payments during the year; also the same Returns of Cash Transactions, and Assets and Liabilities, which are above required to appear in that Book. The Annual Account of the Crown Agents ought to reach your Government in the course of Febru- ary in each year, and the Returns referred to might be sent off, Her Majesty's Government would hope, very shortly afterwards, leaving the complete Blue Book and Report to follow. This is found to be practicable in Mauritius, and I presume is equally so in the Straits Settlements.

12. If the Estimates for the year 1869 or Sup- plementary Estimates for the year 1868 should have left the Colony before this despatch reaches you, any Statements required to complete, for those Estimates or Supplementary Estimates, the information called for by the present instructions, should be forwarded as soon as they can be prepared. You will likewise supply for the year 1867, as far as practicable, the Returns required by the present instructions to complete the Blue Book for that year forwarded in your despatch No. 179, dated the 28th August last.
