Reference (5), I do not think anyone in this Department saw (39) when in draft. Had we done so we should have been able to point out, almost precisely, the difficulties which have arisen in Hong Kong at (6). The difficulties with American cooperation in that Colony are, as it happens, intensified on the purely political and semi-military side,+ so much so that consideration is being given to asking the Foreign Office to request the withdrawal of certain officers, In the case which I have mentioned, the circumstances are similar, i.e. agreement at the top and a complete disregard of any instructions which might have been sent by the Americans i pursuance of the agreement. From (50) and (51) it looks as though there is a similar absence or disregard of instructions in Information matters.

In these circumstances, I suggest that a letter should be drafted in your Department to go to Mr. Warmer (see (16) at the Foreign Office, and that in it should be included such material as may be apposite about Mr. Leslie Smith. stand that Mr. Smith is a Foreign Office appointment, and I do not think that it would be at all proper for us to arrange for him to be "checked up". Perhaps both Hong Kong and Defence Departments could see the draft.
