and wo may find that we have got to put our propaganda, like
everything else, on a war basis at short notice. Meanwhile we must
push on with our plans here on the assumption of the continuance,
I will not say for an indefinite period except in the sense of an
incalculable period of cold war conditions. But perhaps we should
not leave here without considering the still graver problems which
might be thrust on us at short notice.
