If we are

how can we do still better, in fact what are our
objectives? Are we aiming at the right targets and are we hitting
them? It is your views that we want on all these things, and I
don't propose to give my own at any length at this stage. I will
only try to outline some of the principal factors which seem to be
involved.
I suppose our first objective is to try to create a wider
knowledge of our own country and by that I don't mean the United
Kingdom alone, but the Commonwealth a wider knowledge of what the
United Kingdom and the Commonwealth are thinking and doing. And
this I suggest not merely from the point of view of pride in doing so but in order to make as many friends as we can and perhaps to
inspire some ideals and inspire confidence in our determination to
uphold what we believe is right and to resist the menace which now
threatens us all. That brings me to what is generally referred to
'negative" propaganda, that is the fight against the Communist

menace,
which seems to me a very positive form of propaganda at the
moment. It is at all events our major task and the task which most
wants discussing here. The cold war at the moment is becoming
uncomfortably hot, although it still seems to conform to what I
at all events believe to be the definition of the cold war which I
will give you as follows: "the attempt of international Communism
directed from Moscow, to establish its domination and its
totalitarian brand of political and economic organisation throughout
the world by all and every means short of open war directly involving
the Soviet Union. JP
Propaganda is not the only means of meeting the
"cold war" although there is often a tendency to take refuge in the
theory that it is entirely a matter of propaganda. Propaganda is
immensely important but in my view it must either rest on achievement
or must create the foundation for achievement. The "cold war"
itself requires combined action, to which propaganda is an ancillary
and a very important ancillary, in the political, the economic and
