Difficulties arose over their desire to use Hong Kong as a base for offensive anti-Communist propaganda against China, for example using it as a mail centre. Mr. F.R.H. discussion with U.S.I.S. in Hong Kong. Murray and Mr. Rayner asked to be kept fully informed of the results of such discussions; Mr. J.L. Murray said that the Governor of Hong Kong had asked through the Colonial Office that the Foreign Office take up in Washington the question of U.S.I.S. anti-Chinese People's Government activities based on Hong Kong.

Mr. Raynor said that it had been agreed in Singapore to discuss forward planning at regular meetings with U.S.I.S., who welcomed this arrangement Mr. Thomson pointed out that as regards the straight projection of our respective countries American effort was tending to overshadow our own, and it was agreed that there was a need for more material from our side to restore the balance.

Che Ya'acob (Federation of Malaya) said

that there was a great deal of goodwill, but that here also there was a possibility of American effort on straight projection outstripping our own, in which an increase would be appreciated.

Mr. Carleton Greene explained that on questions affecting the Emergency situation it had been agreed that U.S.I.S. would show him their material for comment and advice.

Mr. Ratcliffe (Kuching) said that there was no U.S.I.S. office in Kuching, and that he was co- operating with U.S.I.S. in Singapore in the distri- bution of their material in Sarawak; their output was impressive and aggressive and colourful, providing reading matter in the vernacular where otherwise nono would exist. It was agreed with Mr. Rayner that any special problems which might arise in connection with the Boroos could be dealt with at the regular meetings between the Regional Information Office and U.S.I.S. in Singapore.

Mr. F.R.H. Murray asked Colonial posts to send full details to London of any problems arising in connection with U.S.I.S. so that the officer in H.M. Embassy, Washington, concerned with these matters might be fully briefed. Much might be done informally through this office to settle issues arising.
