I agree with Draft B in the light of the present policy in Hong Kong but I wonder whether we may not get a dusty answer to representations made to the Americans on the behalf of that policy. As I understand it, the policy is that Hong Kong should not be used as a spearhead in any attack on China; this, however, was settled before the increasing decline in Anglo-American affairs began. Today we have nine Chinese Communist divisions in North Korea and the practical certainty of a successful Viet Minh revolution in French Indo-China, and these are coupled with the deteriorating situation in Malaya. Consequently I wonder whether we should write as in A/ in Draft B. It seems to me that whether we like it or not, Hong Kong is bound to become something more than a quiet observation post in the Far East.

Nothing can, however, excuse the attitude adopted by the Americans in the U.S. Information Service, and to what is said in this draft can be added a reference to the most serious state of affairs shown in 14149/31 now in circulation where we have the same Information Service, the Military Liaison Officer and the U.S. Consul all engaged in spywork, most of which is perfectly obvious to the general public and, indeed, appears to be noted in the press. Evidently the Americans do not keep their political and military intelligence separate and, as is well-known, the various American intelligence agencies are at loggerheads with one another and under no recognizable control.
