Leslie Smith is ready to take job beginning in a fortnight's time.
2. May we take it that letter of appointment should be issued from Singapore?
3. The proposal about which I wrote to you some time ago that Hong Kong Government should provide an office and confidential secretary has got no further. But Hong Kong Government are prepared to provide office and might provide a secretary on the understanding that question of who are paying what will be decided as soon as possible after consultation between Foreign Office and Colonial Office.
4. It is considered here that Smith will need a competant Chinese translator assistant and a messenger coolie and I agree; but I have explained that an increase in R.1.0. establishment is very unlikely to be considered,
