Finally, we assume that Leslie Smith's original terma of reference (contained in the Governor of Hong Kong's savingram to the Commissioner-General No. 164 of 15th November, 1949, of which a copy was sent to you under cover of Blackburne's letter of 1st December, 1949) still hold good so far as concerns maintaining close liaison with the Political Adviser, and that the latter will continue to be kept informed of all Leslie Smith's activities.
