Immigration control.
I am ready to agree to introduction of controls on May 1st. I agree that my point shout public is well met.
2. I still think that gesture of giving prior notice to the Chinese Covern ent would be valuable and well worth making. I hope that is Excellency the Governor will be agreeable to my making the notification on the morning of April 29th (which is Saturday the following Hendry being a holiday). This would scarcely give them time to work up an agitation before the reasures come into force.
5. The possibility of unfave rable reaction might well be lessened if I could make before April 9th communication about the Nationalist soldiers suggested in my telegram
