You will have seen Peking telegram No. 1873 to Foreign Office repeated to you for information. Since course proposed in paragraph 4 of your telegram is impracticable I agree that you should now follow course proposed in your paragraph 2 and, if necessary, in your paragraph 3. But I hope that you will adopt so far as possible recommendations in paragraph 2 (b) and (c) of Peking telegram No. 1873.
