Peking telegram No. 1873, [of 21st November: Nationalist soldiers in Hong Kong].
I am informing the Colonial Office that I concur in the shipment of these people to Formosa, subject to the provisos in 2 (b) and (c) of telegram under reference. Providing that there is no practical objection at your end, I do not think that the size of any shipment is of prime importance. If the Peking Government intend to make trouble, they will do so irrespective of the numbers involved.
2. We are bearing in mind the possibility mentioned in paragraph 3 of telegram under reference.
3. Hong Kong will no doubt shortly be letting you know their proposed arrangements.
