Following from Foreign Office- to Tamsui No. 271 27th November repeated to Peking and Hong Kong. Begins.
Peking telegram No. 1873.
I am informing the Colonial Office that I concur in the shipment of these people to Formosa, subject to the provisos in 2(b) and (c) of telegram under reference. Providing that there is no practical objection at your end, I do not think that the size of any shipment is of prime importance. If the Peking Government intend to make trouble, they will do so irrespective of the numbers involved.

We are bearing in mind the possibility mentioned in paragraph 3 of telegram under reference.
